Talent ratings are algorithmic scouting grades based on a player's statistics as related to his peers. Talent ratings are always relative and therefore it is not possible to declare a college player with a higher power rating than a Major Leaguers as a better power hitter. It simply means his power is high relative to the players in the leagues for which he has played.
The algorithm weights recent seasons higher for active players and takes the career as a whole for inactive players.
